Following the outbreak of the Covid-19 pandemic, the European Union Aviation Safety Agency (EASA) developed and published the document ”Review of Aviation Safety Issues Arising from the COVID-19 Pandemic”. The document has been prepared in collaboration with Member States and all stakeholders in the civil aviation industry, and proposes a set of risks to civil aviation that may arise as a result of the COVID-19 pandemic.
In this context, EASA recommends that industry and competent authorities to assess the applicability of the safety issues presented and, if deemed appropriate, to include them in their own SMS.
The document contains a number of 45 safety issues, which have been grouped into the following areas:
- Management systems;
- Human performance;
- Training, verification and periodicity;
- Outdated information;
- Infrastructure and equipment;
- Financial impact on safety.
Starting from the material developed by EASA, during the meeting of the Technical Safety Committee (CTS [1]) held on 25.09.2020, a bowtie-type analysis of the risks arising from the COVID-19 pandemic was performed, the result of this analysis materializing by adopting the document ”COVID-19 Safety Issues applicable to RO”. The purpose of this analysis was to propose a set of risks applicable to the Romanian civil aviation system, their mitigation measures, as well as the generic actions that can be applied further.
It was emphasized that civil aviation organizations have full freedom to determine the risks that apply to them, to highlight risks in addition to those proposed by EASA and CTS, and to establish actions to reduce them.
