1. Starting with March 12th 2025, candidates for ATPL, CPL, PPL, BIR, IR and ATPL licences are kindly requested to set up an account in portal.caa.ro (accounts must be filled in with personal data as they appear on the identity card) and to verify the accuracy of the information related to the examination/subject. Any inaccuracies can be reported to pilot@caa.ro .
For all examination sittings (from March 12th 2025 onwards), all applicants will submit their applications online on portal.caa.ro (regardless of whether or not they have already been submitted to the e-mail address planexam@caa.ro) taking into account the following aspects:
- once the portal.caa.ro platform is in place, RCAA will no longer process applications received by e-mail or other methods, therefore please create accounts;
- any change to the selected examination day/subject can be made no later than 5 days before the start of the examination sitting. For example, for the session April 01-14, 2025, the change can be made by March 24, 2025 at the latest. After this date, any change or error cannot be corrected for that sitting.
2. The Romanian Civil Aeronautical Authority offers the possibility to take the theoretical knowledge examination using the content of the European Central Question Bank (ECQB) 2024 for ATPL(A), ATPL(H), CPL(A), CPL(H), IR(A) and IR(H) according to Regulation (EU) 1178/2011.
CAA currently uses the content of the European Central Question Bank (ECQB) 2024 Version 5 (January 2024).
For the issuance of the basic instrument rating (BIR), applicants must take the English language proficiency examination.
The Romanian Civil Aeronautical Authority offers the possibility to take the theoretical knowledge examination similar to the conditions of the Bucharest headquarters, for ATPL(A) and CPL(A) according to Regulation (EU) 1178/2011, in the following locations: Istanbul, Casablanca (MLIL Airport ), Dubai (TechnoHub2, Silicon Oassis), Johannesburg (Grand Central Airport Main Terminal Building) and India (New Delhi: Plot No 46, Sector 45, HSIIDC, Haryana India - 122001). 3. Starting October 2024, theoretical examinations for CITA (flight information air traffic controllers), aeronautical meteorological personnel, cabin crew members, flight operations dispatchers, flight engineers, IRC, JAR-FCL 1/2 national licence pilots, aeronautical technical personnel, Part 66 technical personnel will be computer-based through the integrated examination software for the management of theoretical examinations of civil aviation personnel.
Computer-based theoretical examinations will be held exclusively at the AACR headquarters, in accordance with the annual theoretical examination schedule approved by AACR.
