The attributions of the Autonomous Authority “Romanian Civil Aeronautical Authority” (AACR) in the field of flight operations consist in the activity of authorization / certification, continuous supervision of flight safety and maintenance of conditions associated with authorization / certification of air operators and in the activity of supervision of application and observance by natural and legal persons carrying out activities in the field of flight operations.

The air operations on the Romanian territory are carried out in the conditions of the observance of the Romanian Air Code, with all the subsequent modifications, and in the conditions of the observance of all the applicable regulations in force.

Air operations are classified as follows:

A. Commercial air transport operations - CAT (cargo, passengers, mixed): the operations are carried out on the basis of an Air Operator Certificate (AOC) issued by the Romanian Civil Aeronautical Authority according to the requirements of Regulation (EU) no. 965/2012;
B. Air operations - LA: aircraft that do not hold an EASA type certificate ("Annex II" aircraft) may carry out air operations on the basis of an Air Operator Authorization issued by the Romanian Civil Aviation Authority according to RACR OPS- LAAG "Air and General Aviation Operations";
C. Specialized commercial operations - SPO: can be performed only with aircraft holding an EASA type certificate, following the declaration of these operations to the Romanian Civil Aeronautical Authority according to the requirements of Regulation (EU) no. 965/2012;
D. General aviation operations (non-commercial) - GA: can be performed only with "Annex II" aircraft, the operations being carried out based on the Romanian Civil Aeronautical Regulation RACR-OPS / LAAG "Air work operations and general aviation";
E. Non-commercial operations with complex motorized aircraft (NCC) or other than complex motorized aircraft (NCO): - may only be performed with aircraft holding an EASA type certificate, the operation being carried out in accordance with the requirements of Regulation (EU) no. 965/2012, Part NCC or Part NCO. In the case of NCC, the flights can be performed only after the declaration of these operations to the Romanian Civil Aviation Authority according to the requirements of Regulation (EU) no. 965/2012;
