Certification of synthetic training equipment (FSTD)
In order to qualify the synthetic training equipment (FSTD) an organization must submit 90 days before the scheduled start of the training programs to the department responsible for AACR Personal Certification a request to obtain their qualification certificate in accordance with ORA - FSTD - S - CERT AMC1 ORA.FSTD.200.
21 days before the evaluation, the responsible organization must submit to the responsible department AACR Personal Certification the respective QTGs for the respective equipment in accordance with ORA - FSTD - C - CERT AMC1 ORA.FSTD.200 Part B.

7 days before the evaluation AACR will decide on the team that will perform the qualification of the respective equipment a form in accordance with AMC1 ORA.FSTD.200 Part C.
The department responsible for AACR Personnel Certification will take into account in the qualification process of synthetic training equipment (FSTD) the provisions of GM1 ORA.FSTD.200.
AACR inspectors who will perform the qualification of synthetic training equipment (FSTD) will have the necessary training in accordance with AMC1 ORA.FSTD.225 (b) (4).
The department responsible for AACR Personnel Certification will perform the qualification of synthetic training equipment (FSTD) in accordance with AMC1 ARA.FSTD.100 (a) (1) and will complete the evaluation report in accordance with AMC5 ARA.FSTD.100 (a) (1). ).

The tests performed shall be those in accordance with AMC1 ARA.FSTD.100 (a) (3).
AACR inspectors will complete a report in accordance with ORA-FSTD-I-MS - GM2 ORA.FSTD.100 which will ensure that an FSTD surveillance system is active within the organization.
Any modification or improvement of the synthetic preparation equipment (FSTD) qualified in accordance with the provisions of ORA.FSTD 230 shall be made in accordance with AMC1 ORA.FSTD.230 (b).
in case of finding non-conformities they will be treated by AACR in accordance with AMC1 ARA.FSTD.135.
All registrations required for the proper functioning of the synthetic preparation equipment (FSTD) shall be made in accordance with AMC1 ORA.FSTD.240.

Suspension and revocation of the qualification certificate of a synthetic training equipment (FSTD)
The suspension, limitation or revocation of a qualification certificate of a synthetic training equipment (FSTD) is done in accordance with AMC2 ARA.FSTD.135.
Authorization of organizations as a synthetic training equipment operator (FSTD)
Organizations requesting certification by the Romanian Civil Aviation Authority as a synthetic training equipment operator (FSTD) organization must submit to the responsible AACR Personal Certification department 90 days before their evaluation an ORA-FSTD-S type form.

The organization must submit to the responsible AACR Personal Certification Department for approval:

SMS Manual (PIAC CPN 1.22 (i)) - the manual that describes the implementation of the SMS system in the organization.

Operations Manual. The Operations Manual is one of the main tools by which an organization operating a synthetic training equipment (FSTD) ensures the safe conduct of its operating activities. The AACR Personnel Certification Department approves the Operations Manual and requires that the Operations Manual be amended in accordance with applicable regulations. Responsibility for the content, procedures for use and use of the Operations Manual remains clear to the training organization. The technical analysis performed by AACR on the competence of the training organization cannot be considered completed unless a careful examination has been performed by the inspectors with attributions and responsibilities in the relevant fields of the proposed Operations Manual. It is essential that the structure and content of the proposed Operations Manual are always relevant and appropriate to the intended training activities. The ORA-FSTD-OM-RAP form details the minimum aspects that will be covered in the analysis of the Operations Manual and are presented in the form of a report supporting the proposal for its approval.

Quality system. The AACR Personnel Certification Department will conduct an evaluation of the quality system proposed by the organization to determine its effectiveness.

The department responsible for AACR Personnel Certification must approve how the organization meets the specific requirements regarding the efficiency of the Quality System. A violation of the certification requirements is considered the situation in which AACR considers that the Quality System cannot function or cannot achieve its objectives.
The Quality Manager is accepted by AACR.

AACR will not be able to accept the situation in which the Responsible Manager does not have enough funds, power to decide on them.

Renunciation of the authorization of organizations as a synthetic training equipment operator (FSTD)
The Synthetic Training Equipment Operator Organization (FSTD) must complete an address to the Director General of AACR by which it must renounce the Flight Preparation Organization certificate. The organization must attach the original certificate together with its annexes which will be destroyed by the department responsible for AACR Personal Certification.

Financial resources
An organization operating synthetic training equipment (FSTD) must demonstrate to AACR that it has sufficient funds to conduct the training process to the approved standards, which is a guarantee of the financial soundness that underlies the organization. The financial statement is an indication, based on the financial information provided, that the organization authorized or wishing to authorize can provide sufficient facilities and qualified staff so that the training activity can be performed in accordance with the relevant Part-FCL training requirements.
The application for authorization must be supported by a business plan, which covers the required approval period and which includes at least the following information:
i) Training facilities and number of students. Details, as appropriate, on:
- number and types of training aircraft used;
- number of flight instructors and ground instructors employed;
- number of classrooms and other types of training facilities (synthetic training devices, etc.) intended for use;
- infrastructure (staff offices, operational rooms, briefing rooms, rest rooms, hangars, etc.);
- the planned number of students (per month and course);
ii) Financial details:
- capital expenditures necessary to provide the planned facilities;
- income forecasts for the approval period;
- details regarding any other financial trading arrangement that the organization has committed, relevant to the training activity.
The plan submitted in support of an application for initial authorization, for its extension or for renewal of the authorization shall be accompanied by a financial statement from the applicant's bank representatives or auditors certifying that the applicant has sufficient financial resources to carry out its activity. training required for authorization according to Part-FCL standards. The declaration will be necessary whenever the applicants wish to significantly change their area of ​​activity, in addition to those described in the initial plan.

The monitoring continues
After issuance, if AACR has reason to suspect that the standards of EU regulations 1178/2011 and EU 290/2012 are not met or cannot be complied with due to a lack or apparent lack of financial resources, AACR may request the organization to submit in writing the proof of the existence of sufficient funds for the development of the activity. Any written presentation of such proof shall be accompanied by a statement signed by the bank (s) used by the applicant.
