Considering the fact that the Romanian air operators may still encounter difficulties in planning and carrying out the recurrent preparation and verification, they may individually request from the Romanian Civil Aviation Authority the issuance of exemptions from the provisions of Regulation (EU) no. 965/2012, according to the requirements of art. 71 (1) of Regulation (EU) no. 2018/1139, with the enumeration of the unforeseen circumstances and of the urgent operational needs that affect the navigating personnel, conditioned by the cumulative fulfillment of the elements from art. 71 (1) to Reg.
