Yerevan, 27 February 2026 - The first Steering Committee meeting of the EU Twinning Project “Supporting the Armenian Civil Aviation in the field of safety standards” (AM 23 NDICI TR 01 25) took place in Yerevan.
Funded by the European Union, the project is implemented by the Romanian Civil Aeronautical Authority (RCAA) in cooperation with the Civil Aviation Committee of the Republic of Armenia (CAC).
The meeting was co-chaired by Mr. Mihran KHACHATRYAN, Project Leader on behalf of the Civil Aviation Committee of the Republic of Armenia, and Ms. Claudia VÎRLAN, Project Leader on behalf of the Romanian Civil Aeronautical Authority. It was attended by Mr. Stepan PAYASLYAN, RTA Counterpart, Ms. Cornelia PETCOVICI, Resident Twinning Adviser, representatives of the European Union Delegation to Armenia – Mr. Frank HESS and Ms. Sonia Maria LOPEZ LOPEZ – as well as Romanian Component Leaders and representatives of the Civil Aviation Committee of Armenia.
Participants reviewed the initial phase of implementation and endorsed the Rolling Work Plan for the first six months. Discussions focused on strengthening the legal and institutional framework, supporting corrective action plans, enhancing certification and surveillance capacities in Flight Operations and Airworthiness, and promoting alignment with ICAO and EU aviation safety standards.
The 24-month project aims to reinforce the institutional and operational capacity of CAC, contributing to stronger aviation safety oversight and regulatory alignment.
