GENERAL INFORMATION


INFORMATION FOR THE TRANSFER OF THE MEDICAL LICENCES BETWEEN EASA MEMBER STATES (SOLI)

  • THE transfer application is completed by the licence holder using the SOLI Form.
  • The SOLI form, signed by the licence holder, is submitted in original to the competent authority's registry to registratura@caa.ro.
  • The identity of the applicant is confirmed by attaching a copy of the identity document to the application.


INFORMATION FOR OBTAINING THE DUPLICATE FOR THE MEDICAL CERTIFICATE

  • The duplicate of a medical certificate is issued personally to the holder in case of loss, theft, damage, destruction, name change, rectification of data (errors), etc.
  • The request for issuing a duplicate is addressed to RO CAA accompanied by a copy of the identity document.
  • The document issuance fee is paid to RO CAA based on the indications of MT Order no. 1305/2012.


INFORMATION REGARDING CIVIL AERONAUTICAL PERSONNEL MEDICAL EXAMINATION

Licenses for which european aero-medical certification is required:

  • glider pilots, balloon, airplane / helicopter (LAPL, PPL, CPL, ATPL), parachutist, cabin crew (Reg. EU 1178/2011).
  • air traffic controllers, air traffic information controllers (Reg. EU 340/2015).
  • on-board engineers/mechanics, navigators (Reg. EU 1321/2014: maintenance technical staff Part 66).


Functions for which the
transport safety notice” is required in accordance with Ministry of Transport Order no. 1151/2021:

  • aeronautical meteorologists (RACR-LMET).
  • technical personnel for air navigation protection (PIAC-ATSEP).
  • technical personnel for air navigation services (RACR-SSNA).
  • flight operations dispatchers (RACR-LDOZ).


INFORMATION FOR AUTHORIZED AEROMEDICAL EXAMINERS

Initial authorization conditions for Class 2:

  • Be a member of the College of Doctors from Romania and holder of a certificate of authorization for free professional practice with a visa within the validity term.
  • Be fully qualified and licenced for the practice of medicine and hold a certificate of completion of specialist training in one of the clinical specialties according to (EU) Directive 2005/36CE.
  • Be a graduate of the Faculty of General Medicine.
  • Have undertaken a basic training course in aviation medicine in accordance with the requirements of EU Regulation 1178/2011 for Class 2, LAPL and cabin crew AMEs.
  • Have all the adequate facilities, procedures, documentation and functioning equipment suitable for aero-medical examinations required by EU Regulation 1178/2011 for the medical certification of civil aeronautical personnel (authorized medical unit).

 
Conditions for extending AME privileges to Class 1:

  • Have undertaken an advanced training course in aviation medicine in accordance with of EU Regulation 1178/2011 for Class 1 AMEs.
  • Have undergone practical training at an AeMC or under supervison of Romanian CAA (RO CAA) medical assessors and to assist as observer in Class 1 examinations.

 
Conditions for extending AME privileges to Class 3:

  • Have undertaken an advanced training course in aviation medicine as well as practical experience regarding the professional environment of air traffic controllers in accordance with PIAC-LCTA.

 
Maintaining the AME Authorization:

  • Retaining the initial authorization conditions.
  • Perform recurrent training according to PAC-MED requirements.
  • Performing periodically the minimum number of aero-medical examinations.

 
AME Privileges:

  • Can perform medical examinations and issue/revalidate/renew medical certificates and medical reports for aeronautical personnel in accordance with the authorization issued by RO CAA.
  • The AME may redirect or refuse to issue a medical certificate under regulated conditions if the medical requirements are not met.


AME Obligations:

  • The AME shall inform RO.CAA of any changes to the authorization conditions.
  • The AME shall constantly be informed about legislative changes in medical and civil aviation.
  • The AME shall perform medical examinations and / or assessments in accordance with the applicable requirements and procedures.
  • The AME shall redirect to the Aeromedical Section of Licencing Authorithy all Class 1 and Class 3 cases at the limit and those that do not meet the fitness requirements according to (EU) Regulation 1178/2011.
  • The AME consults the Aeromedical Section of Licencing Authorithy for Class 2 cases that do not meet the medical fitness requirements in accordance with EU Regulation 1178/2011.
  • All medical examination documents shall be made available to RO CAA Aeromedical Section for audits and inspections.
  • All medical records shall be sent to Aeromedical Section from the Competent Authority following the examinations within 24 hours from the date when the medical fitness was declared.
  • All medical records shall be sent to the Aeromedical Section of the Competent Authority that issued the applicant’s licence.
  • The AME shall comply with all decisions of Aeromedical Section.
  • The AME revalidates / renews a medical certificate only if the previous medical certificate is presented or after obtaining confirmation from Aeromedical Section of the Competent Authority.
  • The AME shall continuously ensure medical confidentiality.
  • The AME has restricted facilities that limit the access to applicants medical records.
  • The AME shall allow access to RO CAA Aeromedical Section inspectors to their medical facilities for planned or unplanned inspections.
  • The AME shall inform RO CAA of any change in their contact details.
  • The AME shall inform RO CAA if their licence for free practice has been suspended.
