  1. Glider and balloon pilots (Regulation (EU) No 1178/2011)

In accordance with art. ARA.GEN.205 (a)(2) of Regulation (EU) no. 1178/2011, between the AACR and the Romanian Aeroclub, the documented agreement no. 32425 and starting from 28.12.2021 the Romanian Aeroclub is accredited as a qualified entity (EC) for the field of PEL-balloon and glider pilots.

The Balloon and Glider Personal Certification Service (SCPBP) within the Romanian Aeroclub certifies glider and balloon pilots based on the RO/EC-01 accreditation certificate.

  1. Motorized Ultralight Aircraft (ULM)

Considering the provisions of art. 6, para. (1) of the Air Code, March 2020 edition, the competent authority is designated the Romanian Civil Aviation Authority (AACR).

Based on the provisions of art. 6, paragraph (1) and (3) of the Air Code, March 2020 edition and related AACR procedures, the attributions of the certification authority, provided in the RACR - LPAN ULM and RACR - CCO ULM regulations, are exercised by the Romanian Aeroclub (AR).

The activity of the aforementioned qualified entity is carried out under the supervision, control and responsibility of the AACR.

THE SPECIFIC LEGISLATIVE FRAMEWORK

European normative acts:

  • Regulation (EU) no. 923/2012 establishing common air rules and operational provisions regarding air navigation services and procedures and amending Implementing Regulation (EU) no. 1035/2011 and Regulations (EC) no. 1265/2007, (EC) no. 1794/2006, (EC) no. 730/2006, (EC) no. 1033/2006 and (EU) no. 255/2010
  • Regulation (EU) no. 2018/1139 regarding common rules in the field of civil aviation and establishing the European Union Aviation Safety Agency, amending Regulations (EC) no. 2111/2005, (EC) no. 1008/2008, (EU) no. 996/2010, (EU) no. 376/2014 and Directives 2014/30/EU and 2014/53/EU of the European Parliament and of the Council, as well as repealing Regulations (EC) no. 552/2004 and (EC) no. 216/2008 of the European Parliament and of the Council and Regulation (EEC) No 3922/91 of the Council
  • Regulation (EC) no. 785/2004 of the European Parliament and of the Council of 21 April 2004 on insurance requirements for air transport operators and aircraft operators

Training of ULM pilots

  1. Unpowered Ultralight Aircraft (AUN)

Considering the provisions of art. 6, para. (1) of the Air Code, March 2020 edition, the competent authority is designated the Romanian Civil Aviation Authority (AACR).

Based on the provisions of art. 6, paragraph, (1) and (3) of the Air Code, March 2020 edition and related AACR procedures, the certification authority's powers, provided in the RACR - LPAN AUN and RACR - CCO AUN regulations, are exercised by

The activity of the aforementioned qualified entities is carried out under the supervision, control and responsibility of the AACR.

  1. Civil parachutes

Considering the provisions of art. 6, para. (1) of the Air Code, March 2020 edition, the competent authority is designated the Romanian Civil Aviation Authority (AACR)

Under the provisions:

  • art. 6, paragraph, (1) and (3) of the Air Code, March 2020 edition; and
  • Chapter 11 of RACR LPAN P "Licensing of aeronautical parachuting personnel"; and
  • art. 6.1 "Generalities", para. (1) and (2), Chapter VI "Authorization of qualified entities" of RACR CP "Certification of parachutes"

AACR authorized Romanian Aeroclub (AR) to carry out certification activities of aeronautical technique and flight personnel as follows:

  1. organization of theoretical and practical examinations (on the ground and in jump/flight);
  2. issuance of certification/qualification documents;
  3. parachute airworthiness certification;
  4. certification of parachute maintenance and repair personnel;
  5. register management.
