Between July 5-8, 2022, a team of experts of European Aviation Safety Agency (EASA0 inspected the Romanian Civil Aeronautical Authority in the field of supervision of air navigation services and air traffic management (ATM/ANS) They verified the implementation in Romania of the following European Regulations:

  • Regulation (EU) 2018/1139 Basic Regulation;
  • (EU) 2017/373 – Common requirements for providers of ATM/ANS and other ATM network functions and their oversight;
  • (EU) 2015/340 - Technical requirements and administrative procedures relating to ATCO’s licences and certificates;
  • (EU) No 923/2012 - Common rules of the air and operational provisions regarding services and procedures in air navigation;
  • (EU) 2018/1048 laying down airspace usage requirements and operating procedures concerning performance-based navigation.

With the objective of ensuring a comprehensive system of aviation safety the following European Regulations were also considered:

  • (EC) No 549/2004 - Framework Regulation;
  • (EC) No 550/2004 - Service Provision Regulation;
  • (EC) No 551/2004 - Airspace Regulation;
  • (EC) No 552/2004 - Interoperability Regulation;
  • (EC) No 2150/2005 - Common rules for the Flexible Use of Airspace;
  • (EU) No 255/2010 - Common rules on Air Traffic Flow Management;
  • (EU) No 1079/2012 – Requirements for voice channel spacing for the Single European Sky;
  • (EU) No 376/2014 - Reporting, analysis and follow-up of occurrences in civil aviation.

During the inspection, the EASA team also visited the Romanian ATM/ANS provider – ROMATSA, as well as 2 private organizatons for ATCO training (Flylevel and SkyVector).

The results of the inspection confirmed a comprehensive and efficient oversight system in the ATM/ANS domain within Bucuresti FIR. The EASA team noted as strengths the management of the supervision activities, the management of changes, the record keeping system, as well as related to the competence and training of RoCAA inspectors in this field.
