Autoritatea Aeronautică Civilă Romană

The Romanian Civil Aeronautical Authority, a fundamental institution for the smooth functioning of the civil aviation system, celebrated this year its 30th anniversary.

On this occasion, a special event had been organized, with the participation of mister Bogdan Mîndrescu—State Secretary of the Ministry of Transport and Infrastructure, former General Directors of RCAA, ROMATSA’s leadership, directors from Romanian airports, Romanian airlines and aeronautical industry as well as representatives from the national defense system, public order and national security, with which the RCAA is in permanent collaboration.

In his speech, the RCAA General Director, Mr. Nicolae STOICA, appreciated the contribution and thanked those present, as well as the institutions represented for their efforts made in the development of the civil aviation sector in Romania.

“I am honored to be Director General at the 30th anniversary of the establishment of the Romanian Civil Aeronautical Authority, and be a part of this team of experts in the aviation domain, a team of honest people whom work with passion and dedication so we all can fly safely.

Aviation can have an extraordinary impact on the social and economic development of a country. But this evolution has to be in close connection with the safety demands and standards, especially considering the multiple upcoming challenges awaiting the civil aviation domain.

In this context, of the air space being more and more crowded, and we talk not only about the permanent growth of civil flights, but also about the remotely piloted airborne systems, about the military flights or the emergence of new aircraft categories, the role of the national regulation and supervision authority, just as the Romanian Civil Aeronautical Authority is fundamental for this dynamic segment.

We need to keep in mind that even from today, the future holds new challenges for the aviation sector, and I’ll offer just one example—the development and introduction of electric or hydrogen-powered aircrafts. And this is only one reason for which we will have to hurriedly adapt to the market’s requirements for development and innovation.

But we have vision and we are not afraid to establish development projects, just as the previous director generals of the Romanian Civil Aeronautical Authority did, a part of them present today, at this event, to whom we are grateful for the efforts they made.

 

I can proudly claim that thanks to the directors general as well as the employees of this institution, RCAA has succeeded in:

Becoming the most important institution in the Romanian civil aviation domain;

Becoming an institution whose word counts at European or international meetings;

Becoming an institution that has professional employees requested by the most important European and international forums on civil aviation safety, for their expertise and knowledge.

 

In it’s 30 years of existence, the Romanian Civil Aeronautical Authority managed to keep up with changes.

If today, in 2023, we can be proud that, keeping up with new technologies, we have managed to position ourselves among the most digitized institutions in Romania, when the Romanian Civil Aeronautical Authority was established, 30 years ago, digitalization seemed unreal.

It should be emphasized that digitization also supports aviation partners, most of the services offered by RCAA at the moment being accessible exclusively online, thus simplifying processes and reducing response times.

But we don't stop here! The development of the Romanian Civil Aeronautical Authority is a continuous process.

The objectives are achieved with the help of RCAA employees, the Board of Directors and last but not least with the support of the Ministry of Transport and Infrastructure.

I had the honor of meeting one of the most important people for RCAA, an admirable man who says that the Romanian Civil Aeronautical Authority is his child.

As Director General of RCAA, I assure him that this child has grown up nicely, is respectable and continues to develop to make him proud.

It's been a though few years for the civil aviation industry.

The pandemic affected everyone, including the Romanian Civil Aeronautical Authority. It was difficult to recover and I want to thank all the employees of the Civil Aeronautical Authority for understanding the situation and with their help we managed to financially recover this institution.

I promise you that I will do everything in my power to make the following years better!"
