The Romanian Civil Aeronautical Authority received, at 25 years of activity, one of the highest distinctions offered by the Romanian State, in recognition of the activity submitted in the field of aviation at national and world level.

In a solemn setting, the Chairman of the Board of Directors of AACR, Mr. Sorin Encuțescu, was awarded the Order "Aeronautical Virtue" in the rank of Knight with the sign of peace, for civilians ", by the Presidential Adviser, Cosmin Ştefan Marinescu, instructed by the President of Romania to offer this distinction in an official setting.

    This year marks the 25th anniversary of the establishment of the Romanian Civil Aviation Authority (AACR), one of the most important institutions in the field of civil aviation, under the authority of the Ministry of Transport in its capacity as state authority in the field of civil aviation.

Since its establishment, in its 25 years of activity, AACR has exercised an important function of supervising safety and security in civil aviation at national level. At the same time, the Romanian Civil Aeronautical Authority performs the specific functions and tasks of supervising flight safety, as well as all those established by European Union legislation, including the application of international treaties in the field of civil aviation, to which Romania is a party, as well as bilateral agreements concluded with the Civil Aviation Authorities of other states.

    In the field of civil aviation safety, the specialists from AACR elaborated and monitored the National Civil Aviation Safety Program, the National Aeronautical Facilities Program and the Local Single Sky Implementation Plan. Directives, procedures and instructions have been issued on the application of civil aviation legislation and regulations, as well as civil aviation circulars. AACR has ensured the certification, licensing, authorization and ongoing supervision of aeronautical personnel, civil aircraft and aerodromes, aeronautical systems, equipment and technology, service providers and aeronautical agents.

    Also, in the field of civil aviation security, the experts from AACR developed and monitored the National Quality Control Program in the field of civil aviation security, the National Training Program in the field of civil aviation security, the implementation and observance of the regulations in the field.

By operating its own Beechcraft 350 Super King Air aircraft, the Romanian Civil Aviation Authority ensured in-flight verification in order to authorize, periodically verify and supervise the operation of air navigation means, communications in the aeronautical field, as well as the verification of instrumental air navigation procedures.

    Due to the efforts supported by the Romanian Civil Aviation Authority, Romania obtained, in 2002, the full membership status of Joint Aviation Authorities, which led to the transposition into national aviation legislation and, at the same time, the implementation of common requirements specific to civil aviation activities. on type certification, design, manufacture and maintenance of aircraft, flight operations and licensing of aircrew.

The Romanian Civil Aviation Authority contributed decisively to the signing of the Bilateral Aviation Safety Agreement (BASA) concluded in September 2002, between the Government of Romania and the Government of the United States of America assuming the quality of Executive Agent for the application, on behalf of Romania , of its provisions.

    After Romania's entry into the European Union, the activity of the Romanian Civil Aviation Authority was audited by European and world bodies that appreciated the professionalism and valuable expertise existing at the level of the institution and that place AACR between the first two authorities in Europe (EASA level) and in the first ten in the world (ICAO level).

    In recent years, the Romanian Civil Aviation Authority has organized important international meetings in collaboration with ICAO (International Civil Aviation Organization) and EASA (European Agency for Safety Aviation) such as: EASA - Aviation Risks Arising from Conflict Zones (September 2015); EASA - High Level Conference on Cybersecurity in Civil Aviation (November 2016) and ICAO Europe, Middle East and Africa (EMEA) Cybersecurity in Civil Aviation (May 2018), which marked particularly important initiatives for European and global aviation such as Task Force on Conflict Zone, European Strategy for Cybersecurity in Civil Aviation (EASA) or Global Cybersecurity Strategy (ICAO).

The 25th anniversary of AACR's activity represents a moment of recognition of its performances, the event being attended by representatives of the Romanian Presidency, officials, former directors of AACR and the staff of the Authority.
