The project was audited at national level without identifying non-compliant issues.

The allocated budget was 957.000 euro of wich RoCAA spent over 900.000 euro, managing an absorption of community funds of over 90%.

Althought initially the project was to be completed on december 31st, 2021, due to pandemic the project was extended until June 30th, 2022. A team of dedicated experts was formed and they managed all th activities inside the project. The main deliverables were:

- RoCAA inspectors ready to approve PBN procedures – RoCAA sucessfully trained 4 inspectors in the ATM/ANS domain who now have the necessary training and competence to carry out this activity;

- Hardware and software resources as tools to be used in the approval activity – RoCAA has now 4 graphical stations and server to handle this activity;

- The in-flight inspection aircraft was echiped with TSO 145/146 and EASA ETSO 145c/146c certified FMS equipment.

During 2017-2022, the activities allocated to RoCAA were included in the framework financing agreement no. INEA / CEF / TRAN / M2015 / 11125723, Activity 6, point 6.2 Approval of PBN procedures.

The Romanian Civil Aeronautical Authority was one of the 5 beneficiaries in Romania, together with ROMATSA, the Romanian Airports Association, Regional Air Services and BlueAir, of the project finaned by the European Union throgh the CEF programe -Transport Sector. „SPICE” refers to the syncronized implementation of PBN procedures, SIDs, STARs and RNP approach procedures, upgrading aicraft systems to meet the PBN specifications and instalation of necessary navigation infrastructure (DMEs).

RoCAA has demonstrated, once again, that it has the capacity to manage its activities and to fulfill its role of Competent Authority empowered by Romanian Govenment in the field of civil aviation.
