A Romanian civil aircraft may carry out flight activities in the national airspace if the following conditions are met:
1. for the aircraft in question AACR issued a registration / identification certificate in accordance with the provisions of the RACR IA regulation "Registration of civil aircraft", edition 1/2016, normative act approved by the Order of the Minister of Transport (OMT) no. 1338 / 25.10.2016;
2. the aircraft in question holds an airworthiness document (certificate of airworthiness / national flight permit) issued in accordance with the provisions of specific European / national normative acts;
3. the nationality mark and the order mark are inscribed on the aircraft.

The provisions of the RACR IA regulation apply to all civil aircraft, except for the following categories:
- aircraft used for military, customs or police services;
- ultralight aircraft as defined in OMTCT no. 630/2007;
- unmanned aircraft on board with a maximum take-off mass less than or equal to 150 kg;
- balloons used exclusively for meteorological purposes and unmanned free balloons without payload.

I. Reservation of registration / identification signs
In order to reserve the desired registration / identification signs, the applicant submits to AACR a completed application on the form code F-PI-AW-IAC-219.
When submitting the application, the fee of 45 euro / application + VAT will be paid. In accordance with the internal procedures, the validity period of the reservation of the registration / identification badges is 6 months from the date of transmission by the AACR of the reservation confirmation.

II. Civil aircraft registration
The applicant must submit the following documents to the AACR headquarters:
a. application for registration (form code F-PI-AW-IAC-220);
b. the title deed or, as the case may be, the title deed accompanied by the written agreement of the owner for registration;
c. the certificate of airworthiness or another document attesting airworthiness;
d. the document referring to the previous situation of the aircraft regarding the registration (see the provisions of art. 2.3 "Registration documentation", letter d) of RACR IA);
e. scheme of disposition of the registration / identification signs (see the provisions of Chapter 5 "Registration signs", Section 2 "Requirements regarding the registration of the registration signs" of RACR IA);

When submitting the application, a fee of:
- 90 euro / aircraft + VAT if MTOW <= 5700 kg; or
- 180 euro / aircraft + VAT if MTOW> 5700 kg, the proof of payment of this tariff being attached to the application.
For the registration of unmanned free balloons with payload, only the documents mentioned in letter a, b, d and proof of payment of the registration fee.
If within the sale / purchase contract or the lease contract, in the chapter on the transfer of ownership / possession, other documents are mentioned, handover / receipt report, aircraft bill of sale, etc.) copies of which will be attached. application.
In accordance with Art. 6.1, Chapter 6 "Procedures" of RACR IA, all documents / documents shall be submitted to AACR in original or certified copy according to the legal provisions. Documents / documents written in a language other than Romanian, will first be translated and legalized.

III. Modification of data from the Single Civil Aircraft Registration Register (RUIAC)
In order to modify the data registered in RUIAC, the applicant submits to AACR a completed application on the form code F-PI-AW-IAC-221.
The request will be accompanied by the documents necessary to support his approach (see the provisions of art. 2.4 "Modification of the mentions from RUIAC" from RACR IA).
When submitting the application, the fee of 45 euro / application + VAT will be paid.

IV. Deletion of an aircraft from RUIAC
AACR proceeds to deregister a civil aircraft registered in RUIAC in case it is found that the provisions of para. (3), art. 6.4 "Suspension and revocation of the registration certificate" corroborated with those of art. 6.5 "Radiation of aircraft" from RACR IA.
The request for deregistration of a civil aircraft is sent to AACR on the form code F-PI-AW-IAC-222.
When submitting the application, in order to analyze and issue the deregistration certificate, a fee of 90 euro / aircraft + VAT is paid.

V. Issuance of duplicates after the registration / identification / deregistration certificate
Based on the provisions of art. 6.6 "Issue of duplicates of documents issued by AACR" from RACR IA, interested persons may request AACR to issue duplicates. In this case the applicant sends a completed application on the form code F-PI-AW-IAC-223.
The request will be accompanied by documents showing the performance of the publicity formalities required in case of loss of official documents, or other documents / documents showing that the original documents issued by AACR have been damaged.
When submitting the application, the fee of 45 euro / aircraft + VAT will be paid.

VI. Temporary registration
The situations in which AACR can issue a temporary registration certificate are detailed in art. 3.1, Chapter 3 "Temporary registration" of RACR IA.
In order to issue a temporary registration certificate, the interested persons submit to AACR a completed application on the form code F-PI-AW-IAC-225.
When submitting the application, a fee of:
- 90 euro / aircraft + VAT in case MTOW <= 5700 kg; or
- 180 euro / aircraft + VAT in case MTOW> 5700 kg, the proof of payment of this tariff being attached to the application.

VII.Registration of mentions in the register of worksheets
The application regarding the entry in the "Register of worksheets" of the mentions regarding the constitution of the task (primary registration) will be sent to AACR on the standard form (pdf / doc).
The registration of the mentions regarding the constitution of the task can be requested only by the beneficiary (holder) of the task, directly or by proxy with a special power of attorney, authenticated according to the law.
The request will be accompanied by the original constitutive title of the task, as well as by a copy and a translation in Romanian, both authenticated according to the Romanian law.
Upon submission of the application, a fee of 180 euros / aircraft + VAT will be paid, the proof of payment of the tariff being attached to the application.
The application for the modification of the status of the tasks mentioned in the "Register of evidence of the worksheets" is elaborated and sent to AACR on the same standard form (pdf / doc) and in the same conditions as in the case of their primary registration. When submitting the application, a fee of 135 euros / change + VAT is paid.

VIII. Providing information from the Single Civil Aircraft Registration / Identification Register or from the Worksheet Register
Based on the provisions of art. 6.7 of the RACR IA as well as the provisions of other specific normative acts, the interested persons may request the AACR to be provided with information regarding the civil aircraft registered in the RUIAC.
When submitting the application, the applicant will pay the tariff charged by AACR in such situations (45 euro / aircraft + VAT), the proof of payment of the tariff being attached to the application submitted to the AACR Registry.
