For the proper functioning of the air transport in the cold season 2019 - 2020, the Romanian Civil Aviation Authority summoned the representatives of the airports to verify the stage of preparation for the operation in winter conditions.
Thus, exchanges of technical information and reporting took place during a technical meeting requested by the AACR, between the AACR inspectors and the representatives of the operational airports in the national space regarding:

Establishment of the winter command for each airport, for operation in conditions specific to the cold season 2019 - 2020 (obligations, responsibilities, measures, allocated resources, etc.);
the contact details of the persons responsible for ensuring the operability in winter situations that permanently transmit information regarding the equipment and stocks of materials for defrosting / snow removal of airport surfaces, traffic conditions at airports, etc .;
the available staff responsible according to the snow removal plan and the situation of its training;
the resources of machinery / equipment (type, number) used for the defrosting / snow removal of the movement surfaces, as well as the stage of their checks / seasonal maintenance;
the resources of aircraft de-icing equipment (owned or owned by handling agents performing airport handling activities, type, number, including the stage of their checks / seasonal maintenance;
the stock of de-icing / anti-icing substances for both aircraft and moving surface intervention, including whether laboratory samples were sent of de-icing / anti-icing substances from the remaining stocks from the previous winter season and their results;
the situation regarding the training of the personnel involved in completing the SNOWTAM messages.

AACR requested airport representatives to take concrete action as a result of the checks carried out, such as:
- analysis and review of airport snow removal plans in accordance with the requirements of Reg. 139/2014, AMCs (acceptable means of compliance) and recommendations from GMs (guidance materials) corresponding to this regulation to be submitted to AACR by the end of December 2019;
- appropriate retraining of the staff responsible as a result of the revision of the snow removal plans.
AACR also requested airports in the regions of Moldova, Muntenia and Dobrogea to initiate collaboration agreements with ROMATSA in order to obtain weather forecasts for these airports.
AACR requests are submitted following the Order of the Minister of Transport, establishing the Central Winter Command for the 2019-2020 season, which stipulates that airports be prepared in advance to operate in winter conditions.
