The Government of Romania has decided that starting with June 17, 2020, the state of alert will be extended by 30 days throughout the country. Thus, by GD no. 467 provide, inter alia, some measures restricting air transport to limit the spread of the pandemic. As a first step, the Romanian Government decided for another 30 days (GD 467, Annex 3, measures to reduce the impact of the type of risk):
1. Suspension of flights by economic operators from aviation to Belgium, France, Iran, Italy, the United Kingdom of Great Britain and Northern Ireland, the Kingdom of the Netherlands, Spain, the United States of America and Turkey, and from these countries to Romania for all airports in Romania, according to art. 37 of Law no. 55/2020.
2. The flights provided for in point 1 may be resumed for countries subject to the quarantine / isolation exception established by the National Institute of Public Health and approved by the National Committee for Emergency Situations.
3. The following categories of flights are exempted from the provisions of point 1:
a) performed with state aircraft;
b) transport of goods and / or correspondence;
c) humanitarian or providing emergency medical services;
d) for search-rescue or intervention in emergency situations, at the request of a Romanian public authority;
e) with the purpose of transporting the technical intervention teams, at the request of the economic operators established in Romania;
f) non-commercial technical landings;
g) aircraft positioning, without commercial ferry cargo; techniques for carrying out work on aircraft; carried out by air carriers licensed to operate in accordance with European Union regulations, by irregular flights (charter), for the transport of seasonal workers or for the repatriation of foreign nationals, from Romania to other states, with the approval of the Romanian Civil Aviation Authority and the competent authority from the state of destination; performed by air carriers holding an operating license in accordance with European Union regulations, by irregular flights (charter), from other states to Romania for the repatriation of Romanian citizens, with the approval of the Romanian Civil Aviation Authority, based on the agreement of the Ministry of Internal Affairs and the Ministry of Affairs external performed by air carriers licensed to operate in accordance with European Union regulations, by charter flights, for the transport of workers in the transport sector provided for in Annex no. 3 to the Communication on the implementation of Green Lanes under the Guidelines on border management measures to protect health and ensure the availability of essential goods and services - C (2020) 1897, of 23 March 2020, from Romania to other states and from other states to Romania, with the approval of the Romanian Civil Aviation Authority, of the Ministry of Foreign Affairs and of the competent authority of the destination state.
