The aeronautical inspectors of the Airworthiness Directorate within the AACR, debate today 05.11.2019 in a working meeting with the representatives of the organizations CAMO / AMO / MTO the legislative amendments introduced by the European regulations (EU) 1139/2019, (EU) 2019/1383 and ( EU) 2019/1384, the provisions on information security risk management (NPA 2019-07), as well as the modalities for incorporating the requirements of the security management system (NPA 2019-05-C).
At the same time, the new principles for issuing national licenses (AACR-LPTA), the new types of Part 66 licenses introduced by Regulation 2018/1142 and the certification of NDT staff in Part 145 organizations will be discussed.
Thus, today during several panels there will be presentations and debates on:

  • Regulations (EU) no. 2019/1383 and (EU) 2019/1384 amending and rectifying Regulation (EU) no. 1321/2014: General aspects and implementation periods;
  • Regulation (EU) 2019/1383: Airworthiness requirements for aircraft used in commercial approved 'ATO' training organizations and commercial 'DTO' approved training organizations; responsibilities of organizations;
  • Regulation (EU) 2019/1383 and NPA 2019-05 C - Incorporation of safety management system requirements in Regulation (EU) no. 1321/2014;
  • Carrying out the supervision activities of the organizations, depending on the risk profile and the performance evaluation;
  • Effectiveness of maintenance and reliability programs for complex motorized aircraft;
  • Development of maintenance and reliability programs for non-complex aircraft;
  • Categories of characteristic non-conformities resulting from the supervision of organizations, according to the aircraft airworthiness monitoring program;
  • Presentation of new principles for issuing national licenses of technical staff (draft regulation AACR - LPTA).

 

Presentations and debates on the applicability of legal rules in the new perspective generated by European air transport regulations will continue tomorrow. The activity takes place in the amphitheater of the Higher School of Civil Aviation, str. Grațioasă no. 13, sector 1, Bucharest.
