On 28.10.2012, Regulation (EU) no. Commission Regulation (EC) No 965/2012 of 5 October 2012 laying down technical requirements and administrative procedures for air operations pursuant to Regulation (EC) No. 216/2008 of the European Parliament and of the Council.

 

In accordance with Art. 10 of the above mentioned regulation, Romania notified the European Commission regarding the implementation, until 28.10.2014, of its requirements. The program for implementing the new regulation also contains the transition program applicable to air operators certified on the basis of the national regulation JAR-OPS 3, approved by OMT no. 437/1999.

 

In this regard, the Romanian Civil Aviation Authority will develop the Operational Directive DO: ConvAOC (h), which will establish the operational requirements additional to those provided by JAR-OPS 3, Amendment 5, in order to perform the conversion of Air Operator Certificates (helicopters) - AOC ( h), in accordance with Art. 7 of Regulation (EU) no. 965/2012 and with the transition program assumed by Romania and sent to the European Commission as well as for the initial obtaining of these certificates.

 

In accordance with the provisions of RACR-11, art. RACR 11.075 (1) "Any interested person may submit written information, views or arguments, […] concerning the elaboration and issuance of the directive in question". The deadline for submitting this information is 05.07.2013.

The draft of this directive will be elaborated by AACR until 01.08.2013. After elaboration, the project DO: ConvAOC (h) will be published, for consultation on the AACR website, for a period of 15 days, following which it will then go through the process for its approval, until 01.09.2013.
