Starting with 11.09.2018, Regulation no. 1139/2018 on common rules in the field of civil aviation and the establishment of the European Union Aviation Safety Agency, amending Regulations (EC) no. 2111/2005, (CE) nr. 1008/2008, (EU) no. 996/2010, (EU) no. 376/2014 and Directives 2014/30 / EU and 2014/53 / EU of the European Parliament and of the Council, as well as repealing Regulations (EC) no. 552/2004 and (EC) no. 216/2008 of the European Parliament and of the Council and of the Regulation (CEE) No 3922/91 of the Council, normative act whose provisions are obligatory also for Romania.

With regard to the field of unmanned aircraft, the text of the above-mentioned regulatory act is the result of the European policy adopted by the Member States, a policy presented at three European conferences following the adoption of:
1. RIGA DECLARATION ON REMOTELY PILOTED AIRCRAFT (drones) "Framing the future of aviation" (Riga - 06 March 2015);
2. WARSAW DECLARATION "Drones as a leverage for jobs and new business opportunities" (Warsaw - 24 November 2016);
3. DRONES HELSINKI DECLARATION (Helsinki - 22 November 2017).

Currently, the representatives of the European Commission, EASA as well as those of the Member States have finalized the delegated acts / implementing acts necessary for the implementation of the provisions of Regulation no. 1139/2018. The documents will be presented to the European Parliament for approval in April 2019.

For full information, we emphasize that, pending the approval of these documents, Member States will continue to apply the national legislation specific to the field of unmanned aircraft in force.
