The authorisation of the civil aviation organizations must comply with the provisions of the following aviation regulations, curent editions:
1. RACR-AD-AACDA regarding the Autorisation of aeronautical agents within the aerodrome field, or
2. RACR-AD-AAH regarding the authorisation of handling agents.
1. RACR-AD-AACDA establishes the requirements and methods of evaluation, authorization and surveillance of the organizations providing services and activities in the airport or related fields.
The categories of civil aviation activities in the aerodrome field regulated by the RACR-AD-AACDA are:
- Design, technical assistance and expert advice regarding the construction of new objectives for civil aviation infrastructure, facilities for aviation fuel storage and supply, communications, air navigation, surveillance and aeronautical meteorology, as well as repairs and upgrades to the existing objectives of civil aviation href="http://www.caa.ro/pdf/lista AAP 25.01.2011.pdf" target="_blank">(Code AAP);
- Construction, repair, maintenance and/or upgrades to the civil aviation infrastructure objectives and facilities for aviation fuel supply and storage, communications, air navigation, surveillance and aeronautical meteorology (Code AAC);
- Design, manufacture and installation of communication equipment and systems for aerodromes, air navigation, surveillance and aeronautical meteorology (Code AAE);
- Distribution of raw materials, equipment, (auto)special vehicles, specific or related airport facilities and systems, specifically designed and used in the categories of activities mentioned above or for the maintenance and operation of the airport, except aeronautical products: aircraft parts/components, aircraft (including engines and propellers complete), raw materials for construction, maintenance and operation of aircraft (including fuel, lubricants, paint and other associated chemicals) (Code AAD);
- Special works for civil aviation (studies, determinations, certificates, ratings), to produce data and information used in civil aviation (Code AAS);
- Other activities subject to compliance with specific aviation requirements (Code AAZ).
1. RACR-AD-AAH establishes requirements for evaluation, authorization and surveillance of the href="http://www.caa.ro/pdf/AAH AAB_25.02.2011.pdf" target="_blank">ground handling organizations.
The access to the market of ground handling services on romanian airports is governed by RACR-APSH, current edition.
The technical and operational requirements applicable to handling activities realated to fuel are described in the civil aviation regulation RACR-AD-ACAA current edition.
The process of approval of handling services related to aviation fuel (supply and storage and aircraft refuelling at aerodromes) is specified in the civil aviation procedure PIAC- AAHC , current edition.
Technical and operational requirements and specific conditions for aircraft anti/de-icing by liquid method, in order to assure flight safety in icing weather conditions, are presented in the civil aviation regulation RACR AD-MEDA, 1st Ed/2004, current edition.
