A.1 Authorised Aerodromes
Romanian civil aerodromes are authorized according to the requirements of civil aviation regulation RACR-AD-AADC, ed.1/2010, approved by Ministry of Transportation Order no. 479/2010, published in the National Official Journal, Part I no. 478 / 13.07.2010 .
In addition to RACR-AD-AADC please consider the following documents, current editions:
• RACR-AD-PETA, design and technical operation of aerodromes, RACR-AD-PETH, design and technical operation of heliports,
• RACR-AD-SACZ, establishing of the civil aeronautical servitudes and of the areas subjected to civil aeronautical servitudes,
• RACR-RA, rules of the air
• RACR-HA, aeronautical charts.

Authorized aerodromes can be used for domestic or international flights including all categories of civil air operations, as determined by the certificate of authorisation.
The conditions for certification of international aerodromes or aerodromes opened for international air traffic are presented in the Government Decision no. 791/2009.
Authorized aerodromes can operate only if they have an authorization certificate issued by the R.A. "Romanian Civil Aeronautical Authority" according to RACR-AD-AADC, art. 2.
Authorised aerodromes can be opened or closed for the public use.
A.2 Registered Aerodromes
Romanian civil aerodromes are registrated according to the requirements of the aviation regulation RACR-AD-IADC, current edition.
The provisions of the RACR-AD-IADC, are implemented in accordance with the provisions of the Annex III to Regulation (EEC) no. 3922/91 of December 16,1991, on the harmonization of technical requirements and administrative procedures in civil aviation and, respectively, of the Romanian civil aviation regulation RACR-OPS LAAG on aerial work operations and general aviation.
Ground signs and markings used on registred aerodromes and heliports must comply with the applicable provisions of the civil aviation regulation RACR-RA regarding the rules of the air.
Registered aerodromes can be used only for domestic flights under visual flight rules (VFR) falling under the categories of public air operations with aircraft under 5700kg MTOW, aerial work or general aviation, as determined by the certificate of registration.
Registered aerodromes and heliports can operate only if they have a registration certificate issued by the "Romanian Civil Aviation Authority," according to RACR-AD-IADC, art 3.
Registered aerodromes are not open for the public use.
Access on the registered aerodromes/ heliports is permitted only with the approval of its manager/management.

• Information on design and implementation of a speific programme for monitoring and ontrol of birds, in order to reduce the aircraft impact with birds on airports and in airport vicinity, are described in the aerodrome circular CA:AP 1 – Bird ontrol and removal on airports and airport vecinity.
• Information on developing and implementing a specific programme in order to prevent the presence of animals that may pose hazards to aircraft and in order to reduce the impact of aircraft with animals, are described in the aerodrome cirular CA: AP 2 - Measures to control the presence of animals on the movement areas of the aerodromes. • Information on the determination and expression of the braking characteristics on movement surfaces (runways, taxiways, aprons) wet, covered with snow or ice, in order to reduce the risk of aviation accidents during landing, take-off and taxying, are described in the aerodrome circular CA: AP 3 - Determination and expresion of the braking characteristics on the wet, snowy or icy movement surfaces.
• The structure and the impelmentation plan of a Safety Management System are presented in the aerodrome circular CA: AP4 – The structure and implementation of the Safety Management Systems (SMS) on aerodromes.
• The developement, structure and contents of cooperation and coordination procedures between Air Navigation Service units operating on the aerodromes and Aerodromes Operators to carry out their responsibilities in accordance with applicable national and international legislation in order to obtiain the approval by AACR, are presented in the aeronautical circular: NAS/AP nr.1/2010 - Making collaboration and coordination procedures between Air Navigation Service Providers and Aerodromes.
• Information on the development and implementation of measures in order to reduce the risk of accidents on aerodrome movement surfaces under conditions of hot temperatures are presented in the airport directive DA: 1 - Improving the status of the aerodrome movement surfaces.
