Personnel Licensing - Flight Crew
This part of the website provides useful information regarding the grant of pilot, flight engineer, radiotelephony operators and navigator licenses and additional ratings for aeroplanes, helicopters, gliders and free balloons for private and professional flying.
The Licensing Directorate also co-ordinates the approval of training organisations and courses and authorization of licensing examiners.
Aeroplane and helicopter pilot licenses and ratings are contained in JAR FCL 1,2 & 3 regulations.
Glider and free balloons flying is regulated under regulation RACR LPAN2, also by the Romanian CAA.
The other categories of flight crew, i.e. flight engineer, radiotelephony operator and navigator are covered by Romanian Civil Aviation Regulation RACR-LPN5, approved by OMLPTL no.1929/18.12.2001.
All application forms must be submitted to the Romanian CAA, within at least 5 working days before the examination.
The applicant must fill in only part A of the application forms.
Part B of the theoretical exam application form contains the appropriate disciplines for each type of exams, i.e. first issue, revalidation, renewal or ratings.
Minimum conditions:
Private Pilot
* age: 17 years
* experience: specific training course in an approved FTO or registered facility and at least 45 hours flight time
* medical: class I or II

Cabin Crew
Cabin crew staff operating in Romanian must hold a licence issued by the Romanian CAA according with the provisions of RACR-LPN5.
The application forms must be submitted to the Romanian CAA, with at least 5 working days before the examination.
The applicant must filled in only part A of the application forms.
Part B of the theoretical exam application form contains the appropriate disciplines for each type of exams, i.e. first issue, revalidation, renewal or ratings.
Minimum conditions:
* age: 18 years
* experience: specific training course approved by Romanian CAA
* medical: class II
