Authorizations in accordance with Romanian national legislation 

 

In accordance with the provisions of Government Decision no. 859/2021, regardless of the nationality of the air operator, domestic and international flights, with or without takeoff / landing from / on the territory of Romania, with civil aircraft carrying ”hazardous materials and any other types of cargo that, by their nature, may affect national security of Romania (see definition), may be executed only on the condition of authorization by the Ministry of Transport and Infrastructure, through the Romanian Civil Aviation Authority, with the assent of the Ministry of National Defense.

         Note:  the transport of dangerous goods not included in the definition set out above does not require such authorization

The application, for authorization and the above-mentioned assent, shall be sent to the AACR at least:

  • 5 (five) working days prior to the flight date, if the dangerous goods in question are normally permitted for air transportation. The application must contain the relevant information and documents specified in the application form;
  • 10 (ten) working days before the flight date, if dangerous goods that are not normally allowed for air transport are also found for the transport in question. The information regarding the application and the way of processing the data are detailed in the Exceptions for the transport of dangerous goods normally forbidden for air transport.

ATTENTION!

For radioactive materials (class 7) it is necessary to obtain prior authorization from the National Commission for the Control of Nuclear Activities (CNCAN). This authorization must be attached to the application submitted to AACR!

NOTE:  The authorization granted by CNCAN is also understood to be the letter by which CNCAN informs the applicant that for the radioactive materials in question, it is not necessary to issue an authorization.
