Air Traffic Management Services Supervision

In accordance with the applicable requirements to perform the safety Air Navigation Services / Air Traffic Management function in the general air traffic, the Air Traffic Management staff, according to the attribution and competence, directly participate to specific activities as:
- documentation evaluation, audit visits and inspections performed at the air navigation services centers and the air traffic control training centers to verify into the certification process and continuous oversight the compliance with the safety applicable requirements to the general air traffic;
- safety documentation evaluation regarding air traffic flow management and airspace management applicable for general air traffic;
- safety levels monitoring and evaluation compared to the acceptable safety levels.

A. Duties and Responsibilities

1. ATS, ASM, ATFM services providers and ATC training centers certification;

2. Entry into service approval and systems, equipments and associated procedures exploitation for ATM area;

3. Elaborating or participating to the development of regulations in the air traffic management area;

4. Monitoring the applicability by the air navigation services providers of the national and international air traffic management regulations;

5. Coordinates the collaboration with the military governmental institutions in air traffic management supervision / oversight related to the military activities on flexible use of airspace and civil-military air navigation services interface.

B. Approval / Acceptance

 

ATM Service approves specific operational procedures on air traffic control and information units relevant for flight safety, coordination between adjacent air traffic services units inclusive:
- Coordination Procedures between ATS Units and others ANS Units;
- Collaboration Procedures between ATS Units and Airports or Aircraft Operators (ex. LVO);
- Collaboration Procedures between ATS Units and military ATS Units;
- Letter of Agreement;
- ATS training programs;
- ATS training centers;

Documents and necessary specifications for the procedures approval: 
- written request to AACR submitted by the aeronautical civil agent ( a standard formulary does not exist);
- the procedure (2 copies);
- the documentation related to the safety assessment;

Note:
For the training programs, ATM Service approves the content accordingly to RACR–LCTA, PIAC–LCTA and RAC-LCTA.
The ATC training centers are certified in collaboration with the AACR Licensing Directorate, accordingly to RACR–LCTA and PIAC–LCTA.
